William J. Carter, Sr.

Mr. Carter was born in Duluth, Minnesota, on January 26, 1928.

He was a U.S. Navy veteran, having served during World War II. Prior to his enlistment in the Navy he was in the Merchant Marines and also sailed the Great Lakes.
